Copa and Cogeca welcome the political agreement reached yesterday evening by EU lawmakers to postpone the implementation of the EU Deforestation Regulation (EUDR) and to continue the work of the Commission on simplification in 2026. This decision, achieved in a single round of negotiations between the European Parliament and the Council, could mark with the support of the Member States a significant step towards addressing the practical challenges faced by primary producers and their cooperatives across Europe.
The one-year postponement, extending the compliance deadline to the end of 2026, provides much-needed relief for operators and traders throughout the supply chain. It allows additional time to prepare for the Regulation’s requirements and ensures that micro and small primary producers will benefit from a further extended deadline until 30 June 2027.
We particularly appreciate the inclusion of the provision, which mandates the European Commission to prepare a simplification report by April 2026. That could be accompanied by a legal proposal. This work that should be done with the relevant stakeholders and Member States will be crucial in identifying further simplification measures and ensuring that the EUDR remains both effective and feasible.
The success of the EUDR will depend on this close cooperation. Therefore, we remain fully committed to contributing actively to the discussion for the review process in 2026 and see if any additional simplifications are needed for primary producers.
Copa and Cogeca have consistently advocated for a proportional approach that aligns environmental objectives with the realities on the ground. Our goal is to ensure that the Regulation achieves its environmental aims without imposing undue burdens on those who ensure food and biomass security in Europe.
