The Commission’s proposal for a ‘wine package’ seeks to address several challenges faced by the EU wine sector – climate change, declining consumption in the EU and abroad, and unstable trade with third countries. At the same time, the proposal would enable wine producers to tap more fully into emerging consumer trends, such as increased demand for wines with no or less alcohol. The proposed regulation follows the 2024 policy recommendations of the High-Level Group (HLG) on Wine Policy. It would amend the Common Market Organisation (CMO) Regulation, the CAP Strategic Plans (CSP) Regulation and the Aromatised Wine Products Regulation, and help Member States prevent surplus production of wine, further harmonise wine labels, simplify production of de-alcoholised and partially alcoholised sparkling wine, and better promote wine tourism in regions with protected designations of origin and protected geographical indications.
