Copa and Cogeca take note that the Committee on Agriculture voted at a large majority the approval on the wine package yesterday and appreciate the very timely reaction of the Parliament. It reflects the urgency and importance of addressing the challenges faced by the European wine sector[1], but some provisions still need revision and clarification in the trilogues.
Copa and Cogeca welcome several improvements introduced by the Parliament, including on interventions such as the extended time limits for promotion activities and support for wine tourism, which will help enhance the visibility and competitiveness of EU wines on key export markets at an uncertain time for trade.
Copa and Cogeca also noted the higher co-financing rates for crisis measures, such as grubbing-up, green harvesting and distillation, which are essential tools for managing market volatility and supporting producers in times of crisis. Simplified procedure for new planting authorisations is also welcomed, it will facilitate the renewal of vineyards.
However, we remain concerned about the limitations imposed on wine support programmes for beneficiaries of crisis measures. While we understand the need to avoid double payments, these restrictions should not hinder the sector’s ability to innovate and adapt to rapidly changing market conditions. A formulation that protects the ability of winegrowers to carry out replanting, in order to favour innovation and adaptation, needs to be adopted in the trilogues.
At the same time, we do not endorse yield limitations for replanting, as this measure is unfeasible and risks undermining regional economies, historical viticultural production and creating additional administrative burdens.
The Parliament’s definition of alcohol-reduced wines is a step in the right direction. Nevertheless, Copa and Cogeca call for a clear distinction between de-alcoholised wines and wines with a naturally low alcohol content in future discussions.
We urge the co-legislators to give these improvements voted by the European Parliament due consideration during the trilogues negotiations to ensure a balanced and effective package for the wine sector, with due flexibility, crisis management tools and promotion.
