Portuguese Contribution for the Mid Term Review of the Common Agricultural Policy

In accordance with the Treaty on European Union, Community policies and action are to contribute to economic and social cohesion . There is no apparent reason why the common agricultural policy should be any exception. The European Commission itself acknowledges in its most recent report on economic and social cohesion that Portugal is the only cohesion country showing negative net transfers under the common agricultural policy.

(1) According to Article 159 (ex Article 130b), "The formulation and implementation of the Community's policies and actions (...) shall take into account the objectives set out in Article 158 [economic and social cohesion] and shall contribute to their achievement. The Community shall also support the achievement of these objectives by the action it takes through the Structural Funds (...), the European Investment Bank and the other existing financial instruments".
